Dr. Hani Sweilem, Minister of Water Resources and Irrigation, received Major General Ibrahim Abu Lemon, Governor of Menoufia, where they discussed the position of water projects that are being implemented within the scope of Menoufia Governorate, reviewing the water policy in the governorate, and the work of removing encroachments on waterways within the governorate.
After the meeting, Dr. Swailem and Major General Abu Lemon witnessed the signing of a joint cooperation protocol between the Ministry of Water Resources and Irrigation and the Menoufia Governorate to maximize the benefit from irrigation properties in the Menoufia Governorate.
Dr. Swailem stated that the Ministry of Water Resources and Irrigation is making great efforts in the field of inventorying the properties, assets and lands owned by them and removing encroachments, while working to choose the best ways to invest and exploit these properties, and to optimally invest the lands owned by the Ministry in development projects consistent with the state’s plan for sustainable development and in accordance with the regulating laws. Therefore, through the Central Administration of Properties conducting on-site inspections and coordinating with the Ministry’s agencies in the various governorates to inventory these properties and study the offers of investors wishing to exploit them.
He stressed that the terms of the protocol that was signed include an emphasis on not allowing the establishment of any works that would affect the coverage or periodic or emergency maintenance carried out by the Ministry of Water Resources and Irrigation for sewers and water installations, or any works that affect the safety of bridges or affect the water current. Or threaten lands and facilities or damage the environment.
For his part, Major General Abu Lemon stated that this protocol comes within the framework of the Menoufia Governorate’s keenness to benefit from unexploited plots of land, in accordance with the comprehensive development strategy that the state adopts and seeks to implement, and in line with general directions to maximize the utilization of assets of public benefit, with the aim of achieving the best returns. It is possible to benefit the citizens and maximize the resources and inputs of the state with the returns of investing its money.
It is worth noting that the Ministry of Water Resources and Irrigation is the authority that has jurisdiction over the state’s public property related to water resources and irrigation, within the framework of the laws regulating that, most notably Law No. 147 of 2021 regarding the issuance of the Water Resources and Irrigation Law and its executive regulations, as well as Law No. 48 of 1982 regarding Protecting the Nile River and waterways from pollution and its implementing regulations.
This protocol includes achieving joint investment regarding the exploitation, management and operation of some lands owned by the Ministry of Water Resources and Irrigation within the scope of the Menoufia Governorate, namely (the irrigation buildings wall in front of Shebeen El-Kom Hospital with an area of 1300 square meters – a plot of land next to the old Qarnayn Bridge with stores and a rest area of 9400 square meters – a plot of land Benefits of Sirsawiya Canal with an area of 1000 square meters – a plot of land next to the Association of Irrigation and Drainage Workers with an area of 2600 square meters – a plot of land at Station 67 Shamndil with an area of 700 square meters – a plot of land at Station 49 Al Maqati’ with an area of 350 square meters), through joint cooperation to overcome all obstacles and obstacles In this regard, in order to obtain the maximum return from the exploitation of these areas for the benefit of the public treasury of the state.
And according to the terms of the protocol, the Ministry of Water Resources and Irrigation’s organs will review and approve the general plan for the invested areas, and review and approve the designs, engineering drawings and technical measurements of the construction work for the projects that will be put forward to confirm the validity of those constructions due to the nature of the land on which these projects are built and not affecting all irrigation and drainage activities. In the region, and technical supervision of the implementation of the works to ensure that the contractor does not violate any requirements that may affect the irrigation and drainage activities in the project.
The Menoufia Governorate is concerned with taking all bidding and bidding procedures in all its stages in accordance with the laws regulating this matter, and offering the general plan for the regions in accordance with the requirements that are prepared by the knowledge of the committee that will be formed by the Ministry and the governorate for this purpose, and preparing contracts through the concerned departments in the governorate in partnership with the agencies of the Ministry of Water Resources and Irrigation And approving them, by making a tripartite contract (Ministry of Water Resources and Irrigation – Menoufia Governorate – the investor), concluding contracts and issuing licenses to practice licensed activities for investors.
