The head of the “Statistics”: the completion of the development of 1465 villages within the framework of “a decent life”

Major General Khairat Barakat, head of the Central Agency for Public Mobilization and Statistics, stressed the importance of the unified national real estate number law, which was approved by the Prime Minister and is expected to be ratified by the House of Representatives, in counting the real estate wealth of Egypt, and fortifying and preserving the rights of the citizen and the state.

Barakat added to Al-Dustour, on the sidelines of the conference launching the diagnostic study on labor migration data collection mechanisms in Egypt, that the law facilitates all procedures for issuing building permits, removal, proof of ownership and real estate registration, followed by the establishment of a unified system of addresses, which helps in revitalizing E-Commerce. He explained that Egypt suffers from the fact that the majority of buildings and streets in the countryside are without numbering or names, in addition to the difference in the numbering system between new and old cities, so committees will be formed to unify all concepts, before starting to establish the real estate national number.

He indicated that a conference would be held for all concerned to set the executive regulations for the real estate national number law, including the number, code and address, in mid-September, so that each land and street would have a specific number, and each property would have an identification plate prepared by the state through the new electronic system.

The head of the Central Agency for Public Mobilization and Statistics said that a law will be enacted that criminalizes violating the identification plate of each property or making any change or modification to it, pointing out that the time period for this project will not exceed 3 years.

Regarding the number of refugees, he stated that the official figures indicate about 9 million people, including 4 million Sudanese citizens and 1.5 million Syrian citizens, according to the latest monitoring before the recent Sudanese crisis, and it is likely that the number will increase by about two million additional refugees.

And he continued: “We are talking about a number equivalent to a census of 3 to 4 European countries, and it constitutes pressure on the national economy with regard to the volume of demand for goods and services, in addition to its effects on the labor market.”

And he continued: «It is scheduled to conduct an international migration survey in coordination with the International Organization for Migration, UNHCR, ministries, concerned authorities and all organizations to count the numbers of refugees in Egypt by the end of this year, as the protocol will be signed in next October, then preparatory work will begin for a period of 5 months, after which work will begin. field during the first quarter of 2024.

He added that the results of the income, spending, consumption and poverty rate research will be announced during next October, and the poverty map will be updated in light of recent developments, pointing out that the results tables are currently being prepared in preparation for announcing them next month.

He pointed out that poverty rates in the 6 months preceding the outbreak of the Russian-Ukrainian war indicated a relative decline, but the period certainly affected poverty rates.

With regard to the second phase of the presidential initiative “A Decent Life”, he explained that the development of 1,465 villages was completed during the first phase, and the villages of the second and third phases were identified and sent to the concerned authorities, to complete the development of 4,500 villages and 30,000 manors and hamlets nationwide.

As for the preparations for launching the new economic census, he said: “The agency is in the process of implementing it within the coming weeks, as it is scheduled to start training more than 1,500 researchers, reviewers and supervisors within the Education City, starting from the beginning of next September.”

He added, “After that, field work begins to collect data on economic establishments, which lasts for a period of 9 months, and then announces the results that many state agencies await, led by the Ministry of Planning and Economic Development, to determine the size of the gross domestic product at the level of the republic, and it includes all the components of economic activities, including employment.” The number of establishments, activities, added value, production requirements, and profits.

He pointed out that all economic activities will be monitored in the new version of the economic census, whether industrial or commercial, including e-commerce, outsourcing services and the green economy, because they have become a large part of the economy.
