The Council of Ministers, headed by Crown Prince Mohammed bin Salman, approved the establishment of an authority under the name “Insurance Authority”, and approved the establishment of an institute under the name “National Institute for Health Research”.
During the session, the cabinet was briefed on the contents of the Custodian of the Two Holy Mosques’ talks with His Majesty the King of the Kingdom of Eswatini, His Excellency the President of the Republic of Rwanda, and His Excellency the Prime Minister of the Federal Democratic Republic of Ethiopia, which focused in their entirety on aspects of relations between the Kingdom and their friendly countries in various fields.
In his statement to the Saudi Press Agency after the session, His Excellency the Minister of Information, Salman bin Youssef Al-Dosari, stated that the Council affirmed the interest in strengthening economic and investment ties with various countries of the world in accordance with (Vision 2030) and the qualitative and unprecedented opportunities that it entails in areas of mutual benefits, praising In the same context, the results of the visits of the delegation of the public and private sectors in the Kingdom to a number of Latin American countries, which resulted in the signing of a set of memorandums of understanding to expand the scope of joint work.
The Cabinet noted the importance the Kingdom attaches to consolidating cooperation with the international community in various fields, and what it confirmed during the second ministerial meeting to combat corruption in the G20 countries, which was held in the Republic of India, regarding the realization of the (Riyadh) initiative to enhance international cooperation between the enforcement authorities of anti-corruption laws. Great successes in the terms of reference assigned to it, and the accession of more than 161 anti-corruption agencies in 90 countries to the (Globe E) network emanating from it.
The Council praised the outputs of the international conference hosted by the Kingdom under the title (Communication with the Departments of Religious Affairs, Ifta’s, and Sheikhdoms in the world and the like), in the context of its keenness to serve Islam and Muslims, and its active role in consolidating solidarity and cooperation between Islamic countries in combating extremist ideas and promoting values. Tolerance and coexistence among peoples, and an emphasis on the sublime mission it undertakes to spread the principles of moderation and moderation.
And His Excellency indicated that the Cabinet followed the developments in the regional situation and political developments on the international arena, appreciating in this regard the efforts of the United Nations and the Coalition to Support Legitimacy in Yemen in making the process of unloading crude oil from the floating “Safer” reservoir off the Yemeni port of Hodeidah on the Red Sea a success. Thus, avoiding a potential environmental disaster and a threat to maritime security and the global economy.
On the local issue, the Council affirmed, on the occasion of the approaching new academic year, the priority and continuous care the state attaches to the education sector, which contributed to the development of knowledge and skills, and supported the areas of research and innovation in order to build the human being to be a global competitor, and keep pace with a vision that has achieved and is still recording real successes in All aspects of economic and social life in the Kingdom.
The Council of Ministers reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers.
The council concluded the following:
Firstly:
Authorizing His Royal Highness the Minister of Energy – or his representative – to discuss with the Argentine side a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Argentine Republic for cooperation in the fields of energy.
secondly:
Approval of a memorandum of understanding for cooperation in the cultural field between the Ministry of Culture in the Kingdom of Saudi Arabia and the Ministry of Culture in the Arab Republic of Egypt.
Third:
Authorizing His Highness the Minister of Culture – or his representative – to discuss with the Panamanian side a draft memorandum of understanding for cooperation in the cultural field between the Ministry of Culture in the Kingdom of Saudi Arabia and the Ministry of Culture in the Republic of Panama.
Fourthly:
Authorizing His Excellency the Minister of Islamic Affairs, Call and Guidance – or his representative – to discuss with the Belarusian side a draft memorandum of understanding for cooperation in the field of Islamic affairs between the Ministry of Islamic Affairs, Call and Guidance in the Kingdom of Saudi Arabia and the Commission for Religious and Ethnic Affairs in the Republic of Belarus.
Fifth:
Authorizing His Excellency the Minister of Justice – or his representative – to negotiate with counterpart agencies in other countries regarding a draft cooperation agreement in the judicial field between the Kingdom of Saudi Arabia and other countries, and authorizing His Excellency to discuss with counterpart agencies in other countries regarding a draft memorandum of understanding for cooperation between the Ministry of Justice in The Kingdom of Saudi Arabia and its counterparts in other countries. Sixthly:
Authorizing His Excellency the Minister of Communications and Information Technology – or his representative – to discuss with the Japanese side a draft memorandum of understanding between the Ministry of Communications and Information Technology in the Kingdom of Saudi Arabia and the Digitization Agency in Japan for cooperation in the fields of information and communication technology and the digital economy.
Seventh:
Authorizing His Excellency the Minister of Economy and Planning – or his representative – to discuss with the Bahraini side a draft memorandum of understanding between the Ministry of Economy and Planning in the Kingdom of Saudi Arabia and the Ministry of Finance and National Economy in the Kingdom of Bahrain in the field of economy and planning.
Eighth:
Approval of a memorandum of understanding to launch the Arab Observatory for Translation between the Ministry of Culture in the Kingdom of Saudi Arabia and the Arab Organization for Education, Culture and Science.
Ninth:
Approval of a cooperation agreement between the Presidency of State Security in the Kingdom of Saudi Arabia and the Strategic Security Apparatus in the Kingdom of Bahrain in the field of combating terrorism and its financing.
Tenth:
Approval of the establishment of an authority under the name (Insurance Authority), as stated in the decision.
eleven:
Approving the establishment of an institute under the name (The National Institute for Health Research), as stated in the decision.
twelfth:
Amending Article (5) of the organization of the King Salman Garden Foundation, issued by Cabinet Resolution No. (426) dated 6/24/1441 AH (related to the Board of Directors of the Foundation), to become the text contained in the decision.
thirteen:
Appointment of Dr. Tareef bin Youssef Al-Ama, Dr. Shabab bin Saad Al-Ghamdi, Dr. Abdul Rahman bin Saad Al-Qahtani, Engineer Yasser bin Abdul Rahman Al-Dahim, Mr. Abdul Rahman bin Abdullah bin Aiban, and Mr. Riyad bin Ali Al-Ghamdi as members of the Board of Directors of the Crescent Authority The Saudi Red Crescent, and renewing the membership of Dr. Badr bin Saqr Al-Otaibi in the Authority’s Board of Directors.
Fourteenth:
Appointing Dr. Saleh bin Siddiq Farsi and Mr. Sultan bin Salman Al-Marwani, and renewing the membership of Mr. Kamal bin Abdul Hameed Al-Juhani in the Board of Directors of the Saudi Accreditation Center, from the private sector, from specialists and experts in the field of work of the center.
Fifteenth:
Approval of the final accounts of the General Authority for Foreign Trade, the Saudi Center for Economic Business, and the Decision Support Center for the previous two fiscal years.

Approval of promotions to the ranks (fifteenth) and (fourteenth), as follows:
Promotion of Mohammed bin Salman bin Mohammed Al-Jariwi to the position of (principal business advisor) at the (fifteenth rank) at the General Directorate of Civil Defense.
Muhanna bin Ibrahim bin Muhammad Al-Muhanna is promoted to the position of Director General of Administrative and Financial Affairs, rank (fifteenth), at the Royal Saudi Naval Forces at the Ministry of Defense.
Hussein bin Ahmed bin Saleh Bayhia is promoted to the position of (Deputy Secretary) at the (fifteenth rank) in the Jeddah Municipality.
Hamad bin Mohammed bin Fahd Al-Rumaih is promoted to the position of (principal business advisor) at the (fifteenth) rank at the Ministry of Human Resources and Social Development.
Dr. Abdulaziz bin Ibrahim bin Saleh Al-Sheikh is promoted to the position of (General Manager) at the (fourteenth) rank at the Ministry of Islamic Affairs, Call and Guidance.

Promotion of the engineer / Jaber bin Samaan bin Jaber bin Hussein bin Naseeb to the position of (civil engineering consultant) at the rank (fourteenth) in the Najran region municipality.
Ibrahim bin Ahmed bin Mustafa Muhammad Al-Khayyat is promoted to (Deputy Secretary) at the (fourteenth) rank in the Jazan Region Municipality.
Salem bin Ibrahim bin Musleh Al-Mutairi is promoted to the position of (economic advisor) at the (fourteenth) rank at the Ministry of Finance.
Ali bin Muhammad bin Awad Al-Shahrani is promoted to the position of (business advisor) at the (fourteenth) rank at the Ministry of Finance.
Fahd bin Saad bin Hussein Al-Dosari is promoted to the position of (Technology Consultant in Information Technology Engineering) at the (fourteenth) rank at the Ministry of Finance.
The Council of Ministers also reviewed a number of general issues on its agenda, and the Council took the necessary measures regarding these issues.
